Steps & Requirements:

1. Launch a System of Relays
   Requirements:
   Able to maintain 24/7 communication no matter where you are
   Able to maintain a stable orbit (no collision)
2. Launch Bases onto the Surface of the Mun
   Requirements:
   The base has to be on even ground
   At least 3 bases on the Mun
   Must be self-sustainable (has it's own power source)
   No landscape that blocks sunlight (Only if you have solar panels)
3. Launch a Rover for Each Base
   Requirements:
   Must be within 50 meters of the base
   Must be self-sustainable
   Can fit a crew of four
4. Launch Tourist Using Spaceplanes
   Requirements:
   Must land within 1km of the base
